PSTET : Aspiring social science teachers cry foul 


Chandigarh, November 2
Hundreds of eligible candidates, who had opted for philosophy, psychology, education, defence studies, social work, community education and religion for their graduation, are being denied the opportunity to become social science teachers in the state.
Applicants in this category require at least two subjects in social sciences from those advertised by the government. The government, in the advertisement, gave only the options of history, political science, public administration, economics, geography, environmental studies and sociology to qualify for the post of teacher.
The advertisement missed at least seven subjects that have been approved by universities in the state as social science. Importantly, the listed subject of environment studies is not an optional subject in university education.
The affected applicants, who are eligible under NCTE (National Council for Teacher Education) rules, had cleared the Teacher Eligibility Test (TET) and also a special test conducted by the state government for final selection.
A candidate from Bathinda, requesting anonymity, said, “The government has already issued joining letters to applicants from other streams. Candidates of social sciences are being forced to run to officers and ministers to plead for an unbiased relook into the recruitment. We have been assured of a speedy redressal by the quarters concerned, failing which we will be forced to knock on the doors of the court.”
An official communication of Punjabi University, Patiala, has listed 13 subjects for admission to BEd courses in social sciences stream including history, geography, political science, sociology, economics, public administration, philosophy, sociology, education, defence studies, religion, social work and community education.
Prof Neeraj Sharma, Head of Department of Philosophy, Baring Union Christian College, Batala, said, “Guru Nanak Dev University also recognises all the 13 streams.”
Education Minister Daljit Cheema said, "Yes, there is a technical problem in determining the eligibility of the students with philosophy, psychology, education, defence studies, community work and religion as their second options. We are holding a meeting of all the Vice-Chancellors of the universities in the state shortly to sort out the matter."
Cheema said, “Certain technical issues concerning the recruitment of teacher for social sciences are pending in the Punjab and Haryana High Court as well. The next date of hearing is November 17. The matter will soon be sorted out."

It was around 3.30 am on Thursday when two men — armed with two black backpacks with food and woollens, a petrol bottle, and a demand for regular employment as teachers with the Punjab government — climbed an around 80 feet high mobile tower in a high-security zone in Chandigarh’s Sector 3. Police reached after hearing their slogans, and the drama was on till the filing of this report close to midnight.

Even as the state government yet again rejected their demand, the UT police were mulling whether to book them, Deepak Kumar (35) from Fazilka and Rakesh Kumar (29) of Gurdaspur, members of the Elementary Teacher Training (ETT), Teacher Eligibility Test (TET) Pass Unemployed Teachers’ Union of Punjab; on charges of suicide attempt and trespass.
The tower is located near Punjab Bhawan, and is barely 100 feet from chief minister Parkash Singh Badal’s official residence. They wanted the CM to give them an audience.




Sitting on a platform at about three-fourth of the tower, “they have five days’ worth of food with them,” said sources in the union and the police. This is their fourth time protesting this way; the latest before this was 10 days ago, atop a water tank at Badal, the CM’s native village, in Muktsar district.
With winter almost here, the night temperature was forecast at 13.7° Celsius, down from the daytime 31°, which could prove to be a challenge.

Security breach, survival strategy
Union members claimed the duo managed to sneak in easily. This raises questions on security measures in the sensitive area. Cops at the spot alerted the area station house officer (SHO), inspector Poonam Dilawari, who reached around 5am. Till the afternoon, the two protesters were in touch with the police who were persuading them to come down. As batteries of their phones drained, they continued to flash the petrol bottle, threatening self-immolation.
They also flashed biscuit packets at the cops in the morning. Besides water bottles, they are carrying dry fruits, some packaged foods, and fruits.
What they want
The two men have a banner, in Punjabi, that tells the government to at least fill vacancies in the reserved categories, which had already been ordered by Badal. As such, the union wants recruitment of all ETT holders who have cleared the eligibility test between 2011 and 2015, and claims the CM had promised jobs by October 25.
Union leader Amarjit Kamboj told HT over phone, “For 6,500 posts, there are 5,300 persons eligible. We have been protesting for last 164 days in different parts of Punjab.”

Education minister Daljit Singh Cheema, however, said, “We currently do not have vacancies and have told them this several times. The TET is an eligibility test, not a job guarantee. These protesters have not made it to the merit list.”

In a paradoxical situation, unemployed elementary teachers and the state government are at loggerheads even though the number of posts are higher than eligible candidates.
The Punjab Department of Education has advertised posts for Elementary Teachers Training (ETT) teachers in two phases in less than nine months. As per norms, only those ETT teachers are eligible to be appointed as permanent teachers, who have cleared Teachers Eligibility Test (TET).
Since 2001, when the state had begun conducting TET, around 5,600 ETT teachers have qualified the screening examination. However, the state government, for the first time since 2006, has advertised 6,505 posts of ETT teachers since December 2015. Thus, 900 posts are surplus.
“About 4,500 posts were advertised at the fag end of 2015. The recruitment process against these posts was completed in the second week of September. Again, in August 2016, the Department advertised 2,005 more posts, counselling for which was conducted recently. Now, the point of contention is that the Department is allowing even those teachers to appear in counseling for the second set of posts who have got job in the first lot. As the first phase of recruitment was marred by litigation, a large number of such candidates have secured jobs in the second phase. This also included those who could not get duty stations near their hometowns in the first phase,” said Lalit Kumar, an affected teacher.

However, Balbir Singh Dhol, Director, Public Instruction (Secondary), said “The fears of the protesting teachers are unfounded. If any teacher opts for a job in the second lot, a teacher in the waiting list will automatically get a job. Moreover, since separate advertisements were issued for both phases, it is not possible to fill posts of both the lots by following a singe merit list. We can’t debar any eligible candidate from appearing in interviews for the posts advertised in the second lot.”

PSTET Result 2016 Declared

The State Council of Educational Research and Training (SCERT) Punjab has conducted the Teacher Eligibility Test (TET) for all the eligible candidates on 25th September 2016. Now the latest announcement from the officials is that they have released the PSTET Result 2016 on their official website tetpunjab.com.
Candidates who are interest in teacher jobs have applied and successfully appeared for the examination at pre-allotted exam centres. As per the reports of Punjab State Council around 1.5lakh candidates have attended for the exam. For the Paper-I 43 thousand have applied and for Paper-II around 1.28 lakh aspirants have applied.
Recently the Council also released the answer keys and had also called for objections from the candidates. Now they have disclosed the Punjab Teacher Eligibility Test Results on their official web portal tetpunjab.com.
The Department of School Education, Government of Punjab has entrusted the responsibility of conducting State Teacher Eligibility Test (TET) in accordance with SCERT. It is an entrance examination for teachers. This test is mandatory for the candidates who are seeking jobs in teaching field and they will be allotted from Class-I to Class-X in any government schools.
TET was introduced by the Government of India in order to improve the standards of teaching. Every state government conducts their own TET examination. The Punjab State Government has published the TET 2016 notification and successfully conducted the written exam for both Paper-I and Paper-II on September 25th 2016.

Paper-I is for the candidate who plans to teach from Class 1 to Class 5 whereas Paper-II is set for the applicants who will be teaching from Class VI to Class VIII. In case, candidates who want to inspire both primary and secondary classes they have attempted both Paper-1 and Paper-2. The Punjab Teacher Eligibility Test Results link is available on the official website tetpunjab.com.
Steps to check PSTET Result 2016:
  • Candidates need to visit the official website tetpunjab.com.
  • On the homepage, select the PSTET Result 2016 link which is provided.
  • Enter the required details like application or roll number, date of birth and other details if mentioned.
  • After entering the details in the provided fields click on submit button.
  • Your results will appear on the screen, download it and take print out of it.

In accordance with the provisions of sub-section (1) of Section 23 of the Right of Children to Free and Compulsory Education (RTE) Act, 2009, the National Council for Teacher Education (NCTE) had vide Notification dated 23rd August, 2010 laid down the minimum qualifications for a person to be eligible for appointment as a teacher in classes I to VIII.

The one of the essential qualifications for a person to be eligible for appointment as a teacher in any of the schools referred to in clause (n) of section 2 of the RTE Act is that he/ she should pass the Teacher Eligibility Test (TET) which will be conducted by the appropriate Government in accordance with the Guidelines framed by the NCTE.

The rationale for including the TET as a minimum qualification for a person to be eligible for appointment as a teacher is as under:

1. It would bring national standards and benchmark of teacher quality in the recruitment process
2. It would induce teacher education institutions and students from these institutions to further improve their performance standards
3. It would send a positive signal to all stakeholders that the Government lays special emphasis on teacher quality

The Department of School Education, Government of Punjab has entrusted the responsibility of conducting the Punjab State Teacher Eligibility Test (PSTET) to the SCERT, Punjab.

Teachers, who qualified the Teacher Eligibility Test (TET), have objected to promotion of their counterparts by the Education Department, besides not recognising their ability.
They claimed that the Education Department was violating recommendations of the Right to Education Act (RTE) by not recognising teachers, who had cleared TET.
Teachers under the banner of the TET Passed Teachers Association have written to the Directorate of Public Instructions to reconsider the criteria for promoting the ETT to master cadre.
They demanded that teachers, who passed the TET, after joining the service should get priority in promotions. They claimed that the department was violating the recommendation of RTE Act -2009 by not recognising TET qualified teachers.

“We want that the Education Department should consider teachers, who have qualified TET, for promotion to the master cadre. According to the RTE, a candidate should pass TET for applying for the job of a teacher. We qualified TET after joining service. This move will bring a positive change among teachers. We only want priority. Other vacant posts can be filled as per previous norms,” said a teacher

Members of the TET-Pass Unemployed B Ed Teachers’ Union, Punjab, today held a meeting at Teachers’ Home and announced to launch an agitation if the government failed to prepare a merit list and recruit teachers for all 6,050 master cadre posts for which an examination was held in July this year.
On June 11, the Bathinda police cane-charged members of the Teacher Eligibility Test-Pass Unemployed B Ed Teachers’ Union, who blocked the Bathinda-Mansa road as part of their state-level protest.
Earlier, during their protest in May in Bathinda, an eight-month-old daughter of one of the protesters died following which the district administration pacified the protesters by promising them of fixing their meeting with Chief Minister Parkash Singh Badal on May 16.
However, the meeting was not convened then but later the government convinced the members and conducted the test for about 6,050 posts advertised in December last year.
The protesting teachers had then claimed that lakhs of highly-qualified teachers were unemployed in the state while the state government was misleading them as well as the public through advertisements for recruitment for 1.2 lakh vacant posts in the Education Department.
They had alleged that the government’s approach towards the recruitment procedure was lackadaisical.
They maintained that the government advertised for only 6,050 posts against around 40,000 posts lying vacant. The government had earned around Rs 60 crore by conducting the TET again and again, they said.
Manjinder Singh, state general secretary of the TET-Pass B Ed Unemployed Teachers Union, said, “We held a meeting today at Teachers’ Home. We only want that the government should recruit teachers before the implementation of the code of conduct. The test for these posts was held in July this year, however, the result was declared after a month. We will launch an agitation in acse the government tries to befool us this time again by not filling these posts. The DGSE (Mohali) has ensured us to begin the process of recruitment soon.”

Every time I come across news feeds about teacher trainings and workshops, the student in me feels perplexed. I imagine a trainer, a senior pedagogue, coming to these meetings, pontificating to teachers about best practices in the field. I wonder why they don’t invite a student instead. Isn’t a student the best person to give opinion about what a good teacher should be like?

Having been a student for the last 20 years and having gained quite an eclectic exposure to teachers from Punjab to Delhi to Oxford, I think I have some interesting insights to make. While every human being is distinct and heterogeneity is evident in teacher quality, there are strings that are common across teachers who become their students’ favourites. This Teachers Day, I make an attempt at compiling the traits that I have keenly spotted in the teachers who have become my personal favourites over space and time:
Those who are passionate about what they are teaching.


John Quah, one of my professors at Oxford, had a contagious passion for his subject. The entire class would be spellbound by the end of his microeconomics lectures. I vividly remember his class on fixed point theorems. After scribbling the proof of Tarsky’s Fixed Point Theorem on the whiteboard, he remained in a state of trance looking at the proof and then told us, “This proof is the most beautiful thing on this planet, and who knows, even beyond!” The entire class was thrilled. Passion is contagious and has the power to ignite unparalleled enthusiasm and curiosity in the minds of learners.
Those who always encourage students to ask questions. 
It signals that one is the master of one’s subject and does not fear answering queries. I fondly remember one of my professors at St. Stephen’s College, Delhi, Mrs Leema Mohan, who would always take questions from students with a wide smile on her face. Her patient and placid smile would be so encouraging that even the weakest ones in class would not shy to raise their hands and ask their doubts. She was in complete contrast to another teacher who would deride the students for asking questions that according to him were ‘silly’. The entire class admitted to having developed a phobia for the subject taught by this particular teacher at the end of three years. Creating an atmosphere where students feel empowered and encouraged to ask questions creates a beautiful two-way flow in a classroom. This is one of the foremost characteristics that differentiates a teacher from a preacher.


Those who make an attempt to link the worlds inside and outside classroom.

One of my high school teachers, Mrs Sargam Malhotra, at Guru Nanak Public School, Ludhiana, would always make it a point to narrate a story in every class. Every student would gear up for this moment in class, putting their pens down and straightening their backs every time she would quip, “Let me tell you a story”. Mrs Kochhar, my political science teacher at Sacred Heart Convent School, Ludhiana, would embark on tangents and narrate inspiring personal life stories to make a point. Those stories stay with me still. One of the basic responsibilities of a teacher is to simplify concepts so that they no longer remain esoteric. The ‘Indian Economic Development’ class of my teacher Mrs Poonam Kalra at St. Stephen’s College was an excellent example. Her lucid and graphic expositions of poverty, unemployment, hunger and other developmental issues beyond pithy facts and figures would leave the entire class charged with the spirit to make a change.
At the same time, I recall experiences of studying under dull teachers who would merely repeat what was present in the textbooks or just fail miserably at explaining concepts to class. Our blank faces were unable to deter one particular teacher as he would continue enunciating his dry script or copying proofs from textbook to blackboard. He would fail to make us see the connection every time. Being able to synchronise my worlds inside and outside classroom has been one of the most crucial challenges growing up as a student.
Those who would go an extra mile to answer questions that are beyond the scope of the course. 
A good teacher doesn’t snub a question saying this is beyond your syllabus or that it isn’t important for the upcoming test. Even if it is something ineffable for the students at their current understanding level, she would draw a simplified analogy and help the curious students sneak a peek at the knowledge that lay ahead.
Those who are honest and say ‘I don’t know’ candidly. 
There were times when an unexpected question from class left a teacher blank or confused. Some brushed off the question as being unimportant, some pretended about knowing and gave an ambivalent answer. At the other end of the spectrum were those who would honestly admit, “I don’t know the answer to that question yet, but I shall get back to you”. And then they would get back the next day as a mark of sincerity. I still harbour oceans of respect for these teachers.
Those who hand back graded answer sheets in time.
I had a teacher who would take at least a few months to return answer scripts of the class tests he gave. Then there was Pankaj Tandon, my microeconomics professor who would return the graded class tests right the next day after the test. I remember the entire class getting awed when this teacher gave a test on Monday and walked in with the graded tests on Tuesday. It showed us his utmost sincerity and devotion, the kind he expected of us. 
Those who say a word of apology for a mistake made on the blackboard.
There are some teachers who become too defensive to accept the mistake; some who admit the error but very discretely making sure to erase it before any other student notices; then there are those who openly announce in class that they were wrong before making a correction. Acknowledgement of one’s infallibility is one of the hallmarks of a great teacher. We came to respect such teachers even more.

While our education bodies keep coming up with eligibility tests and stringent requirements for qualifying teachers to teach, I do hope that someone up there is taking a note and making the students’ voices heard. It is time to raise teaching standards in our world by assessing teachers by the students’ criteria as well.

Punjab TET 2016 registrations begin: Paper pattern and fee structure
The registrations for Punjab TET (Teacher's Eligibility Test) are going on and the official notification regarding the same was released at the official website www.tetpunjab.com . Interested lot can submit their application on or before July  21 (up to 5 pm).
