WBTET : High Court rules 2013 TET exams conducted correctly

High Court rules 2013 TET exams conducted correctly

Kolkata | Friday, Feb 26 2016 IST

The Calcutta High Court today ruled that the West Bengal government sponsored 2013's Teacher Eligibility Test (TET) examinations had followed the proper guidelines, signifying that the appointment of over 18,000 teachers was valid. Calcutta HC's single bench judge justice Debanshu Basak, while pronouncing the order on a PIL, said the TET exams held in 2013 were valid. The ruling validated the state government's appointments of over 18,000 teachers across the state. The West Bengal Primary Teacher Eligibility Test (TET) examinations were held in 2013 following a notification of 2012, which said the exams to be held under guidelines of National Council for Teacher Education (NCTE). However, one of the candidates Babon Ghosh had filed a public interest litigation (PIL) case before the results were out alleging that the exams did not followed the NCTE guidelines.Mr Ghosh said today that they would move the division bench against the single bench order. Primary Board chairman Manik Bhattacharyya reacting to the order said the court vindicated their transparency in holding exams and subsequent appointments of the teachers.

WBTET : Kolkata: Leak cloud on teacher recruitment test again

WBTET : Kolkata: Leak cloud on teacher recruitment test again

Kolkata: Leak cloud on teacher recruitment test again

|
Updated: Oct 12, 2015 15:12 IST

More than 22 lakh candidates appeared for the TET on Sunday.

The primary teachers’ eligibility test (TET) held on Sunday was mired in controversy again. An hour before the exam got underway, solved question papers were circulated on WhatsApp. Many students who sat for the exam confirmed it.

More than 22 lakh candidates appeared for the TET this time. Students who clear the exam have a definite chance of getting jobs in government-run primary schools across the state.

On August 28, the mysterious disappearance of a bundle of TET question papers during transit from Salt Lake to Hooghly had forced the school education ministry to cancel the test scheduled for August 30. It was rescheduled twice before being held on Sunday.

While the two-and-a half-hour test started at 2pm, solved question papers were being circulated on WhatsApp since 1pm.

“For the last couple of days, TET questions were being posted on Facebook and WhatsApp. I was amazed when I saw solved question papers on WhatsApp even before the exam started. The colour of the questions — printed with blue ink — was also there on WhatsApp,” said Sibaji Tarafdar, who appeared for the exam.

But the state is not ready to call it a case of question paper leak. While education minister Partha Chatterjee refrained from making a comment, Manik Bhattacharya, the chairman of West Bengal Primary Education Board (WBPEB), which conducted the exam, said, “No question was leaked. It was a picture sent by a person and received by another. Both must be arrested. It’s a crime. It’s cyber crime.”

“Mobile phones are banned in examination halls. Therefore, even if the questions were leaked on WhatsApp at the last minute, the students would not know about it,” a WBPEB official said.

But the candidates are unhappy. “It’s a recruitment exam and, for transparency, it should have been cancelled. Despite a high court order, the board has not uploaded the question paper that was scheduled for the August 28 test but was cancelled as a bundle of question papers mysteriously disappeared during transit,” said Dhiman Biswas, anlother examine. NADIA: Hundreds of students have been cheated after buying TET questions from agents after they paid huge sums of money in Nadia. The students bought question papers costing anything between Rs 10,000 - Rs 20,000 per set from the agents, who claimed a day before the exam on Saturday that the questions were leaked and the papers that they were buying were original. But on reading the question papers at the examination hall, they saw that the questions were all different and realized they were duped.

Sources said there were some rackets in Nadia’s Nakashipara, Hanskhali and Krishnaganj to dupe students appearing for the TET exam.

A 15-page set of one of these question papers was made available for Hindustan Times on Saturday. At the top of the first page is written ‘Nabadwip Vi dy asag ar College’ and ‘BN-BKU’. The question papers are printed exactly like the original TET papers.

A TET candidate from Nakashipara said, “I bought a set of these question papers containing 15 pages for Rs 10,000 from an agent in Gachha village in Nakashipara on Saturday night. In it, all the questions were solved. I stayed up the whole night reading through these questions but was shocked to see that the questions during the actual examination were different. Many of my friends also bought the papers and found out they were cheated.”

According to the candidate, these agents are spread across Gachha, Muragachha, Dharmada, Sahebnagar, kandoya and Bethuadahari in Nakashipara, Nadia. The kingpin of them lived in Hanskhali in Nadia. Some students who could not pay the money for the question papers managed to get them on one condition — they had to surrender their original mark sheets and other certificates to the agents until they could make the payment.

The candidate also stated that these agents would play the same game for every competitive exam. They would claim that they had links with some employees of West Bengal Primary Education Department. One of these agents is a local TMC leader in Muragachha village in Nakashipara. Within a few years he became rich by duping candidates. His scam groups would also promise jobs to candidates as primary school teachers if they paid Rs 7 lakh.

On the other hand, question papers went viral on WhatsApp a few minutes after the examination started in Nadia.

Sources claimed that the question were leaked from Nakashipara through WhatsApp. After that it spread across the district and probably even the state.

WBTET :Govt may shift dates of TET or poll

WBTET :Govt may shift dates of TET or poll

 30 August, 2015
Kolkata West Bengal News

The state government is considering postponing either the date of Teacher Eligibility Test (TET) or the date of election to local civic bodies in the state, which is scheduled for 3 October.

BJP state president Rahul Sinha has demanded a CBI inquiry into the TET fiasco and held chief minister Mamata Banerjee responsible for the bungling. The revised date for TET is 4 October and that for the polls is 3 October. Apart from the elections to seven municipalities, even the by-election to 341 Gram Panchyats , 72 Panchyat Samity and two Zilla Parishad is scheduled for 3 October.

Senior officials of the state home department on Satuday said that it is nearly impossible to conduct the exam a day after the polls as many of the schools would operate as polling stations and it is very difficult to keep those ready by the next day for conducting examinations.

"The education department should have consulted us before announcing the revised date for TET. They should not have announced the date in such a hurry. We are discussing the matter and either the examination date or that of the polls would be changed," said a senior official of the state home department. Meanwhile, commuters had a harrowing time today after a state-wide rally called by 12 Left-supported students unions on the TET issue brought the traffic to a standstill in north and central Kolkata.

The rally was organised against the state government's decision to postpone the TET examinations to 4 October after some of the question papers went missing. The rallyists demanded the resignation of state council chairman Manik Bhattacharya and education minister Partha Chatterjee and also burnt Mr Chatterjee's effigy. Around 2.40 pm, hundreds of students led by leaders of SUCI, SFI, DYFI and other Left-leaning student unions began a march from College Square towards Moulali en route Mahatma Gandhi Road and Sealdah. The rally choked the traffic on the arterial routes, forcing the vehicles to crawl. The congestion of traffic was massive when the rally reached Moulali. The students blocked the crossing, holding placards in their hands and shouting slogans against the government. "We demand immediate resignation of the education minister and the chairman of state council. They have failed to discharge their duties. They should be removed as soon as possible," said Arijit Bandopadhyay, an SFI supporter. The student were also angry with the government's decision on the new date for the examination set on 4 October, "It would be a festive season and several examinees would be busy in different jobs as most of them hail from poor families. The examination date is also clashing with another examination of Central government to be held on the same day. We demand the examination to be advanced or held after Puja," said another student.

The protesters burnt the effigy of the education minister. Senior DYFI leaders Sayandeep Mitra and Zamir Molla addressed the supporters at Moulali criticising the anti-people policies of the ruling party.

The road blockade at Moulali had a ripple affect on several parts of the city as the serpentine queues of vehicles were witnessed in different areas.

The SN Banerjee, which serves as an important link for the vehicles heading for Howrah, was chock-a-block with vehicles.

"It normally takes 20 minutes to reach Esplanade from my house on CIT Road, but today it has taken more than one and a half hours to cover the same distance," said Ms Tanu Arora, a BPO employee.

Things were no different in other parts of the city. Long queues of vehicles were seen at Central Avenue and MG Road.

The flow of vehicles remained sluggish for several hours even after the blockade was lifted.

The student wing of Left parties also put up road blockades on BT Road, Kaugachi and Shyamnagar. DYFI leaders alleged that some TMC leaders provoked them and assaulted them. Three DYFI leaders Partho Basu, Prasanta Seal and Sukanto Das were injured and taken to Bhatpara state general hospital, from where they were rushed to Jawaharlal Nehru Hospital in Kalyani. The protesters also blocked Freder Road in Shyamnagar and Sodepur traffic crossing on BT Road.

BJP slams Mamata over Vyapam scam probe demand, And counter attack to make a Probe in WBTET Exam

Howrah/Kolkata, | 08 July, 2015

Countering West Bengal Chief Minister Mamata Banerjee's demand for a neutral agency probe into Madhya Pradesh's Vyapam scam, the BJP on Tuesday wondered if she would agree for such a probe into "irregularities and manslaughter" going on in her state.
Bharatiya Janata Party national secretary Siddhartha Nath Singh asked if Banerjee would allow a CBI probe into alleged irregularities surrounding Teachers Eligibility Test (TET).

"The Madhya Pradesh Government has already recommended a CBI probe while a high court monitored SIT is also probing the Vyapam scam," Singh told media persons on the sidelines of a party programme here.

"But we want to ask if Mamata ji will she agree for a CBI probe into the TET scam. Will she agree for a CBI or NIA probe into the mass killing going on in Birbhum district," he asked.

Singh was referring to frequent clashes between the activists of the Trinamool and BJP in Birbhum. While Banerjee has been denying any such clashes, the BJP has claimed several of its activists have been killed, injured and driven away from the district by "Trinamool goons".

Terming the series of deaths over the Vyapam scam as "cold-blooded murder", Banerjee on Tuesday said she was in favour of a probe by a" neutral and capable agency". On Monday too she had called for an independent agency probe asserting her Trinamool will raise the matter in parliament.

The Madhya Pardesh scam is related to irregularities in admission and recruitment conducted by the Vyavsayik Pareeksha Mandal (Vyapam). More than 40 people associated with the scam have lost their lives, including a Delhi-based TV journalist who was covering it.

West Bengal gets relief to appoint trained teachers
Press Trust of India  |  New Delhi  April 13, 2015 Last Updated at 23:32 IST

The Centre has extended the relaxation to West Bengal for appointment of trained teachers up to March 31 next year following a request from the state government.
The relaxation was given under Right to Education Act for enrolment of teachers from class I to V and from class VI to VIII.

West Bengal Chief Minister Mamata Banerjee had in a letter to the HRD Minister Smriti Irani last month requested appointment of untrained teachers for a while as the state is continuing to face severe shortage of teachers in its schools.

The letter cited the example of some states which have already got relief from the Centre.

The RTE Act had set two deadlines - March 31, 2013 for infrastructure and March 31, 2015 for teachers to attain minimum qualifications (pass Teachers Eligibility Test).

As per a notification, HRD Ministry has said the state government shall conduct the teacher's eligibility test during the relaxed period in accordance with the guidelines of National Council of Teachers Education and persons passing out will be considered as appointment of teachers at elementary level.

WBTET : Bengal SSC chief rubbishes allegation of irregularities in recruitment test

West Bengal TET |Teachers Eligibility Test|Compulsory Education Act | RIght To Education Act | WBTET

Rubbishing the allegations of "irregularities" in primary Teacher Eligibility Test (TET) examinations, the West Bengal School Service Commission (SSC ) chief asserted that the panel was "transparent" and "fair" in its discharge of duties, as per news reports.

SSC deputy chairman Amitesh Biswas had on Monday accused the commission of offering jobs to candidates who had scored less in the eligibility test while denying the same to deserving candidates.

Rubbishing Biswas's claims, panel chairman Subiresh Bhattacharya said, "The commission works in a transparent way and if someone is alleging that there are irregularities, then it is their responsibility to substantiate it with proof. But, if someone is trying to malign the commission, we will take appropriate action."

Bhattacharya clarified that only deserving candidates have got jobs and there is no diversion in the functioning of the commission.

Training his guns on Biswas who was relieved of his duties following the allegations, Bhattacharya said the official never lodged a formal complaint regarding this matter.

"I would request him to send a written letter to the commission. However, if his allegations are found to be baseless, then appropriate action will be taken within the purview of law," the panel head said.

Despite being relieved of his responsibilities, Biswas on Tuesday forced his way into the office, contending his removal was illegal.

"Chairman (Bhattacharya) is not empowered to order my removal. Moreover, I am the custodian of very important documents that are here in the office. It is my responsibility to protect those," said Biswas.
